Art assignments

BKF recommends the following model as a guideline for determining artist fees in connection with art assignments:

Thorgej Steen Hansen, permanent mural and video work in dressing room no. 6 at Boldklubben Skjold and Skjold Contemporary at Østerbro Stadium in Copenhagen. Photo was taken by Jens Astrup.

Art projects/decorations

BKF recommends the following model for determining artist fees in connection with art assignments:

  • Budget frame under DKK 100.000: Artist fee is 40%
  • Budget framework of 100.000 – 250.000 DKK: Artist fee is 37%
  • Budget framework of 250.000 – 500.000 DKK: Artist fee is 33%
  • Budget framework of 500.000 – 5.000.0000 DKK: Artist fee is 25%
  • Budget framework of over DKK 5.000.000: Artist fee is 20%

The artist's fee is payment for the entire artwork, including the artist's work with sketch material, construction management, consulting, meetings, etc.
The artist's work in producing the artwork is not included in the artist's fee. Payment for this work must be included in the budget for the art production.

Price example

Tasks with a budget of DKK 600.000
Artist fee DKK 150.000 (25% of 600.000)
Art production, incl. installation DKK 450.000 (75% of 600.000)

Standard agreements

When drawing up an agreement on an art assignment, it is advantageous to use BKF's standard agreement as a starting point:

The Statens Kunstfond has also drawn up proposals for standard agreements. One must be aware here that a distinction is made between an adviser/fee model and a contract model:

Artistic decoration of government buildings

Since 1971, there has been a requirement that 1 percent of the building cost excl. VAT for state-owned new construction as well as alterations and additions must be set aside for artistic decoration. The amount now amounts to 1,5 percent of the tradesman's expenses including VAT. Amounts must also be set aside for artistic decoration for construction for use by institutions that receive operating subsidies from the state, when the subsidy amounts to at least 50 percent.

The system works in such a way that state construction works, which trigger amounts for artistic decorations, can be used relatively freely within the area of the individual state enterprise and within a reasonable time horizon.

The artistic decoration must preferably take place in buildings to which the public has access, or buildings used by a significant number of employees, as stated in the circular. A free hand has been given for the decoration to take place as an integral part of the building, or as a purchase of works after construction is complete. The building's suitability for artistic decoration is assessed in a discussion with the Statens Kunstfond.

It is recommended that the discussion takes place early in the construction phase, during the preparation of the building program and before the client's approval of the project proposal. However, decoration tasks that do not exceed DKK 250.000 can be decided by the client without submission to the Statens Kunstfond.

Guide to the decoration of government buildings

A comprehensive guide has been drawn up for the decoration of government buildings, which is good to refer to when major decoration tasks in public buildings are planned.
